In most European countries a new European standard has been adopted to classify the external fire performance of roofs and roof coverings, based on the ENV 1187:2002 standard.
This standard incorporates 4 distinct test methods that correspond to different fire hazard scenarios. There is no direct correlation between the test methods and hence no general acceptable hierarchy of classification between them.
Each member state may select the test / class combination to be observed in their territory.

Test 1 / Broof (t1) is applicable a.o. in : Germany, Belgium, the Netherlands, Austria,
Test 2 / Broof (t2) is applicable a.o. in : Norway, Sweden, Finland, Denmark,
Test 3 / Broof (t3) is applicable a.o. in : France
Test 4 / Broof (t4) is applicable a.o. in : Great-Britain

Here only “fire resistant” solutions are documented. “Non-fire resistant “ systems can always be found by replacing the proposed cap sheet by a non-fire resistant cap sheet. All other components remain unchanged.
